Grounding

Helps: when mapping who can affect a plan and how much they care; it inherits the two-by-two's untested diagram craft and adds no evidence of its own

Backfires: when people's power or interest is guessed rather than checked, or when an axis does not discriminate and everyone crowds one quadrant
